Fraudulent pet insurance claims take a new turn - Insurance Quotes

In the history of insurance fraud, a $20,000 claim for a fake dead cat is certainly one of the strangest cases you?ll ever come across.

?Feline fraud in the United States is very rare,? says James Quiggle, a spokesman for the nonprofit Coalition Against Insurance Fraud. ?In fact, pet fraud is almost nonexistent. It?s almost a way of life in Britain because there is a much larger culture of fraud that makes insurance scams socially acceptable behavior in many parts of the country. But you don?t see that as much in the U.S.?

Rich Roesler, a spokesman for the Washington State Office of the Insurance Commissioner, agrees that this particular case is highly unusual, especially the amount claimed for the cat.

Officials: Owner supplied fake feline photos

On July 11, 2012, Tacoma resident Yevgeniy Samsonov, 29, pleaded not guilty to charges of first-degree attempted theft and felony insurance fraud. The charges stem from a $20,000 claim that Samsonov filed for a fictitious dead cat, using pet photos he lifted from the Internet, Roesler says.

The case began March 27, 2009, with a minor car crash in Tacoma. Samsonov?s car was rear-ended at a red light when the driver of the car behind him slipped her foot off her brake. Samsonov filed a chiropractic treatment claim for his injuries. The other driver?s insurer, PEMCO Insurance, paid him $3,452.

About two and a half years later, Samsonov sought additional payment from PEMCO. In addition to the vehicle damage and medical claim, Samsonov claimed his cat was killed in the accident.

The company issued him a check for $50 as compensation for the cat.

More than a year went by and Samsonov wrote to PEMCO again, saying that in addition to the first cat, he had another cat ? Tom ? in the car, too. ?He said Tom was worth $20,000,? Roesler says.

Samsonov also sent two photos to PEMCO that he said he?d taken of his cat, Roesler says.

A PEMCO claims representative conducted a Google search and discovered identical cat images on websites, blogs, Facebook pages and Wikipedia posts about cats, Roesler says. The two images Samsonov submitted are actually of two different cats ? neither of which belongs to him, Roesler says.

?If you go to the Wikipedia entry for cats, you?ll find one of those photos,? Roesler says. ?He didn?t work very hard to come up with those photos. Neither of the cats he submitted were ever his cats. Frankly, we have no evidence that he did in fact have a cat in the car at all.?

Afterward, PEMCO canceled its $50 check and forwarded the case to the anti-fraud unit of the Washington insurance commissioner.

Jon Osterberg, a spokesman for PEMCO Insurance, declines to comment on the cat case. Osterberg points out that although insurance fraud might not strike the public as a serious crime, it is a significant problem that affects everyone.

?PEMCO takes insurance fraud seriously because we want to protect our customers and the public,? Osterberg says. ?As a mutual insurer, we?re owned by our policyholders, and fraud makes their premiums go up. We?re doing all we can to use our customers? money to pay only for legitimate claims.?

How insurance fraud affects you

Annual losses from insurance fraud total about $80 billion, Quiggle says. These scams run the gamut from fake car accidents to fake workers? compensation claims. ?Insurance fraud has upticked in the bad economy,? Quiggle says. ?Some people are turning to insurance fraud as an easy way out of a tight financial corner.?

But ?feline fraud? ? just like any kind of insurance fraud ? is a ?stupid thing to do,? Quiggle says. For one thing, there?s relatively little money to be had, he says. Furthermore, you face jail time and court fines.

?You get caught and you?ll have a criminal record that follows you the rest of your life,? Quiggle says. ?It shows up when you apply for jobs. It can wreck your family, possibly send you behind bars and ruin your finances with fines and penalties. Is this the risk you?re willing to take for a few insurance dollars??

Pet injury coverage

Despite any concerns about insurance fraud, some car insurance companies do offer pet injury coverage.

For example, Progressive car insurance policies protect pets. Progressive provides up to $1,000 of coverage for dogs and cats injured or killed in a crash. Progressive?s free pet coverage automatically is included in the collision portion of your policy.

Jeff Sibel, a spokesman for Progressive, says his company was the first in the country to offer pet coverage for car insurance policyholders.

?Pets are important to our customers,? Sibel says. ?It?s an added benefit we give our customers. Unfortunately, we only cover up to $1,000. There are times when the veterinarian bill might go over this limit, but it can help alleviate some of the costs.?

Fatherhood ? hot news

Stay at home dads With the economy as it is many of us dads that were part of the working force are now finding ourselves in a new role. That new role is one that we are not accustomed to, and in most cases we find ourselves at a loss for what to do. Myself for instance, I am a father of 3 children, 2 of which do go to school full time (kindergarten, and 2nd grade) while my 3rd is too young for school so we stay home together. That in itself is no big deal, I always enjoy wrestling around with my son, and playing catch, but we also have to take care of the house work. For the past seven years I have always seen advertised places where stay at home moms can meet, and share ideas. But since I have not been working, and been being Mr. Mom I have not been able to find a group of other dads that are sharing the same situation. Why is that? Is it because no man has stepped up and started a group? are we too manly to meet like that and share ideas? or is it because deep down we are secretly hoping that we can go back to work soon and that all the family roles will go back to the way it was. I pose this challenge to every father out there: No matter where you live, man up and start a group that is not religious related, not race related, but a group just for fathers, by fathers, for fathers that truly care about the future of our children and the future of our country. Because in the end it does not matter how you worship God, it does not matter what color your skin is, what matters is that our children are the future of our nation and if we don?t want to see our country fail like many other nations throughout time we must take steps now. Judge lets startup relay live TV to iPhones in NYC

(AP) ? A startup company can continue to send live TV programming to iPhones and other mobile devices in the city despite objections from major broadcasters that say expansion can threaten the free broadcasting of events such as the Super Bowl, a judge ruled Wednesday.

U.S. District Judge Alison Nathan said she understood how the service provided by the company, Aereo, may be unfair to broadcasters. But she said the law left her no choice but to reject a request by News Corp.'s Fox and other broadcasters to pull the plug on the company.

Aereo lets customers capture over-the-air broadcasts for viewing on iPhones, iPads and computers for $12 a month. A copyright infringement lawsuit was filed by Fox, ABC, CBS, NBC and others, accusing Aereo of copying and retransmitting their programming over the Internet unlawfully.

Aereo argued that it was providing a legal, alternate platform for free TV broadcasts and was merely letting users rent a remotely located antenna to access content they could receive for free by installing the same equipment at home. Its chief executive told the judge at a hearing that extended litigation would be "the end of the company."

Nathan's ruling was on a request for a preliminary injunction. Generally, more evidence is presented before a judge makes a final ruling that can then be appealed, but Nathan said the broadcasters have indicated they are likely to appeal immediately. Lawyers on both sides did not immediately respond to messages for comment Wednesday.

The judge said the broadcasters are likely to suffer irreparable harm as a result of her ruling, including to their ability to negotiate with advertisers once viewers are siphoned from traditional distribution avenues, making it seem that fewer people are watching programs than actually are. She said it also will affect their retransmission agreements because companies will demand concessions from broadcasters to make up for the apparent loss in viewership. These deals, she said, amount to billions of dollars a year for broadcasters.

The judge said Aereo's service has only just begun to operate on any significant scale and the company has conceded that it intends to expand. She noted that the service had grown from 100 users to 3,500 users this year before a hearing she conducted several weeks ago and that Aereo had conducted surveys suggesting its services could prompt a substantial portion of its subscribers to cancel their cable TV subscriptions.

She added that broadcasters' "showing of imminent irreparable harm is substantial, but not overwhelming."

In siding with Aereo, the judge said the case probably would have been decided in favor of the broadcasters were it not for a ruling by the U.S. 2nd Circuit Court of Appeals in Manhattan in a case challenging Cablevision's Remote Storage DVR system. Cablevision was found not to violate copyrights in the case.

The judge noted that Aereo's lawyers had argued that, like Cablevision, it effectively rents to its users remote equipment comparable to what they could install at home. The broadcasters had argued that the judge should conclude Aereo engages in a public performance by transmitting the programming.

The judge said arguments by broadcasters in the Aereo case were "profoundly similar to those already considered and rejected" by the appeals court.

"This court does not believe it would be appropriate to blaze a trail that runs opposed to the direction dictated by Cablevision," she wrote.
